What you’ll be doing...

Work location can be any Verizon Wireless Network Office.

The Network Interconnection organization is responsible for negotiating interconnection agreements with carriers throughout the United States. These agreements facilitate the exchange of traffic between VZW’s and the interconnecting carrier’s customers. This position is responsible for facilitating negotiations for interconnection agreements with RBOCs, ILECs, RLECs, wireless carriers and CLECs pursuant to FCC orders and rules. In addition to negotiating interconnection agreements, this organization supports key company initiatives that involve traffic exchanged with other carriers.

Responsibilities:

Negotiate Interconnection Agreements:

  • Lead business representative for Network in negotiating interconnection agreements subject to Sections 251 & 252 of the Telecommunications Act of 1996.
  • Understanding of telecommunications regulations, under both federal and state jurisdictions.
  • Partner with Legal staff to draft agreement terms.
  • Facilitate approval and execution of agreements.

Contract Management:

  • Maintain documentation of Interconnection Agreements, including SIP Interconnection Plans related to IP Interconnection Agreements.

Dispute Resolution:

  • Lead business representative for disputes related to interconnection agreements and inter-carrier billing under federal & state regulations (e.g. tariffs).
  • Negotiate with business representatives of other carriers to achieve favorable outcomes for Verizon Wireless.
  • Negotiate Settlement Agreements as needed to memorialize resolution of disputes.
  • Support billing analysts in accounting for disputes and settlements.

Financial Analysis:

  • Subject Matter Expert of inter-carrier charges related to the exchange of voice traffic.
  • Support Direct Tel billing analysts in validating invoices and team members in billing other carriers for usage under the terms of agreements.
  • Understanding of financial impact of usage charges to Direct Telecom expense budget.

Traffic Engineering:

  • In depth understanding of traffic engineering concepts.
  • Understanding of Verizon Wireless call routing (e.g. translations).
  • Understanding of switched access facilities engineering, local number portability, core network functions and architecture.

Traffic Measurements:

  • Expert in using available tools to measure traffic and expenses for contract negotiations and enforcement, financial analysis, and other requests.
  • Current tools include MARS, NcPlus, BillTrakPro, NetGeoX.

IP Interconnection:

  • Negotiate IP Interconnection Agreements with carriers (aka peers) to migrate traffic from TDM connection to IP connections.
  • Evaluate and implement solutions to move residual PSTN traffic being exchanged over TDM facilities to IP facilities (e.g. TDM Replacement RFP)

Represent Verizon at Industry meeting:

  • Represent Verizon at GSMA in its development of non-binding agreement templates for the exchange of traffic and other network evolutionary items. GSMA, a global consortium of mobile operators, promotes interoperability between carriers and facilitates information exchange across the industry to expedite and ease the evolution of mobile services from traditional voice roaming to 5G.
  • Represent Verizon at ATIS (Alliance for Telecommunications Industry Solutions)

Represent Verizon in FCC/Regulatory matters

  • Rural Call Completion
  • Robocalls

What we’re looking for...

Must have:

  • Bachelor’s degree in technical, mathematical or financial disciplines or related field or five or more years of work experience.

Ideally, you’ll also have:

  • Five or more years of telephony experience, with appropriate network knowledge
  • Prior negotiating experience
  • Contract Experience
  • Excellent written and oral communications skills
  • Excellent interpersonal and organizational skills
  • Excellent interpersonal and communications skills - this position requires frequent interaction with the executive staff as well as technical team members and peers.
  • Technical project leadership involving complex projects, multiple teams, requirements gathering timeline based deliverables, direct vendor management and experience providing direction to those team members
  • Demonstration of solid decision making
  • Proven ability to develop processes specific to RFP, contracts, awarding work, roles and responsibilities and workflow.
  • Candidate should have in depth hands on experience with:
    • Traffic engineering concepts, processes and terminology
    • Large scale capital and expense budgeting
  • Understanding VoLTE & VOIP technology, IMS core terminology/functionality and Experience with vendor management and coordination
  • Self-motivated, show initiative and be willing to lead in a dynamic work environment
  • Demonstrated ability to work independently, minimal direct management supervision including the ability to make critical decisions
