Responsibilities

  • In support of RFP release and proposal management planning: Effectively plan and kickoff proposal by completing tasks within a timeframe to ensure successful on-time delivery of a high-quality, compliant proposal
  • In support of the Proposal Kickoff: Effectively manage the kickoff planning and logistics process to successfully launch proposal development activities so all stakeholders understand and commit to their proposal responsibilities and the critical actions that must be completed by established milestones
  • In support of proposal development: Effectively manage the proposal team and report status and risks to the capture manager; guide the proposal team daily in the priorities, required proposal quality targets to achieve, and tasks to accomplish to meet the proposal schedule; guide the proposal team to achieve the capture win strategy and implement the SVOTT / CONOPs / offer design in the targeted proposal deliverables; direct proposal writers to post content to the proposal portal daily to maintain secure and reliable document management procedures; assess proposal content and review with writers daily to identify compliance and quality issues to resolve in advance of color team readiness reviews; assist capture and proposal team members with navigating Verizon to engage resources or conduct research in support of completing proposal deliverables; support the color team lead in coordinating the color team readiness reviews; support Contracts in gathering questions, formatting, editing, and preparing them for submission to the customer by the customer deadlines; reviewing and distributing to stakeholders answers to questions in a timely manner; and editing and formatting the proposal prior to color team readiness reviews. Leverage innovative processes and methods (such as live-edit read-alouds) to increase quality, improve collaboration, streamline, save costs, and achieve other desired outcomes for the proposal process.
  • In support of color team readiness reviews: Assist the color team lead by coordinating with the Capture Manager to identify the color team readiness reviewers well in advance of the reviews to ensure their availability and commitment and to provide adequate time for reviewer training and familiarization with the solicitation; hold the proposal team accountable for meeting pens-down deadlines with high-quality, compliant, and compelling proposal sections for review; edit, format, and finalize graphics in advance of the reviews; finalize and make available the proposal sections for review; document proposal gaps, issues, and risks with the plan to resolve each for the color team lead prior to the review; flag the unresolved issues in the proposal with plan to resolve for the color team readiness reviewers; be available to answers questions and provide support during the review; post-review, finalize the recovery plan assignments, priorities, actions, and schedule and deliver to the proposal team; assess implementation of recovery measures in the proposal and work with proposal team to rapidly resolve any open recovery items on time; report to the capture manager and color team lead any recovery actions that cannot be resolved, along with recommendations on alternatives; escalate risks to successful delivery of a fully compliant and responsive proposal as required; effectively management the review and recovery documents in the proposal portal to ensure all stakeholders know where to find the current documents they are responsible for and how to process them; make the closed-out recovery report available for the next color team readiness review with disposition actions by writers documented and approved; archive all reviewer feedback files, inbriefs, and debriefs in the proposal portal.
  • In support of solicitation amendments: Effectively manage and process amendments to ensure on-time delivery of a fully compliant, high-quality proposal; setup alerts with FBO.gov, GovWin, or the customer's solicitation portal to be notified of amendments or other customer communications; proactively review customer's solicitation portal to check for amendments or other communications; implement the amendment processing plan to ensure all solicitation changes and proposal plan impacts are communicated to stakeholders with an executable amendment change management plan; review any answers to questions and work with the capture manager and stakeholders to identify impact to the proposal plan and win strategy and plan revisions accordingly; archive amendment files to ensure all stakeholders can easily locate the most current, fully conformed solicitation; update SFDC with the impact to the proposal, including new due dates and a summary of how the amendment impacts the proposal plan and strategy.
  • In support of proposal publications, production, and delivery (PPD): Effectively plan and manage the PPD plan to successfully deliver a high-quality, visually appealing, compliant, and professional proposal on-time.
  • In support of document management for proposals and projects: Plan, implement, and manage an effective document management process to ensure proposal and project files comply with Verizon Federal Bid Management standards; are intuitively organized, are maintained to be current, accurate, and complete; and stakeholders can readily and easily find the documents they need. Ensure Verizon physical and data security policies are followed.
  • In support of effective communications: Plan, implement, and manage an effective communications plan to ensure that proposal and project stakeholders are provided the information required within a timeframe that enables them to respond as required by the deadlines.

Qualifications

Must have:

  • Bachelor’s degree or four or more years of work experience.
  • Four or more years of relevant work experience

Ideally, you’ll also have:

  • Two or more years in proposal management, proposal coordination, proposal development, proposal quality validation, and project management of teams to accomplish on-time, high-quality completion of project deliverables
  • Knowledge of U.S. Government structure and Federal Acquisition Regulation (FAR) highly desirable
  • Working knowledge of Federal proposal development, capture management, personnel management, budget formulation, and business development best practices
  • Formal proposal management and project management training highly desirable
  • Proposal coordination or management in the telecommunications industry highly desirable
  • Technical writing and editing, including editorial practice and standards
  • Document/graphic design and development standards
  • Advanced knowledge of Microsoft Office and document management applications (e.g., SharePoint)
  • Security clearance desired but not required
