What you’ll be doing...

As the Capture Manager within Verizon’s State, Local, and Education segment you’ll play a key role in capturing strategic contract vehicles supporting Verizon’s acquisition and retention efforts in coordination with government and education account teams. You’ll be accountable for identifying, initiating, planning, designing, drafting, and submitting winning proposals that achieve customers’ business outcomes and Verizon’s strategic and financial objectives.

You’ll identify pursuits aligned with Verizon’s capabilities and the SLED segment’s strategic priorities, organizing and driving a cross-functional, matrixed team. You’ll do this with a laser-sharp focus on achieving deadlines, securing executive commitment to overcome challenges, and external benchmarking of Verizon’s response vis a vis the competition and customer explicit and implied requirements.

  • Monitoring, understanding, and communicating within Verizon the budgetary and technological priority trends in state and local government procurement.

  • Leveraging state government affairs and outside consultants to drive Verizon’s positioning with SLED customers.

  • Building and maintaining trusted advisor relationships with SLED customer leadership to help understand and shape future procurements.

  • Providing education on SLED customer priorities into product and engineering teams for incorporation into products and services to pre-position in anticipation of bid issuance.

  • Overseeing the capture and proposal process.

  • Identifying, partnering, maintaining, and updating Verizon services on all strategic contracts.

  • Leveraging and coordinating resources supporting contract management.

  • Leading discussions with senior-level procurement officials.

  • Partnering with marketing to drive demand generation activities leveraging vehicles.

  • Assessing requests for proposal components for strategic fit.

  • Leveraging relationships pre-issuance to influence and shape bid scope and requirements.

  • Building capture strategies and engaging appropriate cross-functional team members.

  • Developing customer and bid-specific Verizon value propositions.

  • Building proposal frameworks and project plans with dates, deliverables, and owners.

  • Governing the deal lifecycle management stage gate process.

  • Developing pro forma bid scoring models for both Verizon bid evaluation and key competitors.

  • Validating compliance with mandatory bid requirements.

  • Governing quality management by conducting gold, pink, and red team reviews.

  • Creating compliant pricing sheets and required certifications or references.

  • At down-select, supporting BAFO creation and finalizing submission with quality management governance.

What we’re looking for...

You’ll need to have:

  • Bachelor’s degree or four or more years of work experience.

  • Six or more years of relevant work experience.

  • Experience with government contracts and procurement.

  • C-level executive relationship creation and development experience.

  • Experience managing programs and projects requiring the coordination of internal and external cross-functional stakeholders.

  • Experience performing program and project management for or within a State agency.

  • A valid driver’s license.

  • Willingness to travel.

Even better if you have:

  • A master’s degree.

  • Ten or more years of relevant work experience.

  • Strong negotiation, persuasion, and influencing skills.

  • A proven experience with large contract management and program management.

  • Five or more years of leading and managing people.
