What you’ll be doing...
The Director of Proposal Management will lead Public Sector proposal document development, both the creation of content and the oversight of the proposal process, to drive contracts to wins across Federal, State, Local, and Education segments. The Director will lead the team responsible for the management of proposals for Public Sector from initial conception through final delivery, including theme and content development, technical writing, editing, color review facilitation and recovery, proposal presentation, proposal approvals, final delivery, and archiving of proposal resources. The Public Sector Proposal team is solely responsible for proposal strategy, content development and quality control, codification of learnings, live bid project management, procurement compliance and optimization, and document management.
The Director will be responsible for:
- Executive-level collaboration across Business Development, Sales, Capture, Solution Architecture, and Pricing teams to ensure proposal strategies translate into compelling and compliant bids
- Ensuring the creation of persuasive, technically accurate, and compliant content that meets established quality standards
- Interpreting, recommending, and executing improvements to organization’s systems, processes, and staffing in conjunction with collaboration partners
- Ensuring that the team is managing to live bid project plans with effective flagging of risk areas that affect scope, schedule, or budget
- Controlling and maintaining force to load forecast, constantly optimizing the organizations resources to ensure proper support of proposal activity
- Ensuring the proper document controls including confidentiality, compliance, retrieval, and cataloguing along with win/loss evaluation
What we’re looking for...
- Bachelor’s degree in journalism, communications, marketing or related field, and/or equivalent work experience
- 10+ years of relevant work experience
- Outstanding writing and proposal management experience leading proposal teams to develop and write fully compliant and technically compelling proposals
- Government proposal writing experience, with writing samples available upon request
- Proposal management or project management experience on complex (high dollar value) proposals
- Experience in managing proposal quality validation (leading color team reviews) with the ability to design, implement, and train personnel in quality validation methodologies and lead proposal reviews
- Experience reading and analyzing requests for proposals (RFPs), creating proposal compliance matrices/outlines and schedules, writing proposal content and/or managing and coordinating activities of writers and production staff, editing written material, proofreading and performing quality check of proposals, under tight deadline constraints; significant experience in technical writing and editing, including editorial practice and standards
- Experience coordinating activities and schedules to accommodate geographically dispersed teams; training proposal team members on the company's proposal development processes; assisting team to develop themes, identified discriminators, and developed proposal storyboards

- Experience operating effectively in complex, fast-paced environments
- Knowledge of the Shipley process
- PMP or PMP certification
